What is what seems like white noise when the camera is switched on?

I am not sure what you are referring to, but ar it is a mirrorless camera you are looking at a digital image on the monitor, not an optical image like a DSLR? So the image could look a little distorted.

In speaking to Leica directly, i was told this Leica v-lux 5 sold here on amazon is grey market, that much money to not get a real Leica serial # ?

I recall having registration cards from Leica; I definitely have a serial number, but so does my known grey market Nikon D850 modified for astrophotography. A modification that would void the warranty, which is typically lacking for "grey market" items. I do recall an issue of getting an old 'Type 114' instead of the updated 'Type 7741' which I specifically wished. I honestly do not remember which one came from Amazon or from an actual photography site. Personally, I would just make sure I got the updated type more than grey market worries. The older type is now used with great joy by a niece for her many camping excursions. I refer to it as my "tourist camera" because it is about as much photographic punch and versatility as can be had in a small single package. For what it may be worth, make sure you get the updated version more so than saving a few bucks. My first one way out lasted any warranty and spreading out the price difference over the years is actually pretty cheap compared the pain of paying up front. I don't use it a lot, mostly for travel, but would replace it in a heartbeat if it crapped out again. Warranty or no.

Does the lux 5 digital camera have an optical viewfinder in addition to the lcd or led screen?

It has a view finder but it is electronic. In other words the image in the viewfinder is like a small monitor, not a direct view of the subject. It is "mirror less" so you cannot just look "through the lens"
