Q: can it measure small scale likes 1-3gm accurately ?

Not in my case. I added 12g of coffee beans, then was adding only 2-3 beans at a time (which should be 1-2g) to get to 15g, and it wasn't changing the display. I had at some point gone to 20g and it was still showing 12g.

Q: Does is measure in decimals too or just whole numbers?

The only measurement that doesn't measure in decimals is the grams. The oz, kg, ml do.

Q: Anyone know how to remove the plastic on top of the scale? The plastic is so thin, it's hard to remove.

Try either alcohol or an oil based remover. Orange spray.

Q: Do I need to calibrate the scale before use? I understand pressing the 'Tare' function to account for the container or dish but weight seems to be off

No calibration is needed. Check units (right side). I’ve only noticed inconsistent weights if I go too fast- also the buttons are quite sensitive if I happen to brush or press one while shifting the container I’m using. That’s all I know.
