The ingredients is below:l-menthol, dl petrolatum, white petrolatum, purified lanolin, liquid paraffin, ceresin, perfume

Can be used as moist lip or only as medical lip

I have never used it for medical- I use it to moisten dry lip- it's wonderful!

Does it have that 'vicks' vapor rub smell?

Not like the jar does. It does have a mild "vicks" smell, but I can't smell it unless I put it under my nose. It certainly wouldn't keep me from purchasing it.
