What do you do while waiting for the hot water to arrive from the heater tank?

It may take a few moments for the water to heat up, depending on your water heater. A good solution for warming up the water before use is by temporarily turning on the self-cleaning mode on hot to give time for the water to warm up (while also cleaning the nozzles).

Will this work with bleach tablets put in the tank? I don't want my bum to make regular contact with bleached water.

No problem with that, but be prepared to change your rubber flapper valve and other "O" rings and gaskets that are in contact with the tank flush water. From the toilets point of view, the use of bleach tablets in the water tank is asking for trouble when it comes to o-rings, rubber type gaskets, and the flapper valve itself. None of them can stand up to the corrosive effects of even light to moderate amounts of sodium hypochlorite in the flush water. That's been my personal experience in the past. Just keep a few wrenches and replacement flapper valves and gaskets close by for repairs. Kidding... But one of the biggest problems as I see it is the seal on the flapper/closure valve is compromised and usually starts leaking slowly at first. You'll be noticing the increase in you water bill when it starts.....these days that amount of $$$ can add up in a hurry.

Is it really worth the extra work and money for this one vs. the VI110 model? How important is the warm water?

I bought the VI 110 model and installed in the master bathroom, works well and we enjoy it so today I decided to purchase the Neo 320 for another bathroom that has a sink right next to it for warm water hook up. The nozzle cleaning feature should be nice as well as the extra female nozzle. We live in CA so the water temp was not an issue but we're looking fwd. to the warm water from the Neo.

What size hole do I need to drill on the vanity for the hot water line? Is it very visible?

I gather that you have to connect the seat to a water source coming from the vanity. My toilet sits across the room from the vanity. Does this mean I'll need to install a hose that runs along the bathroom floor? How exactly does this connect to the vanity water source? Is the hole in the vanity on the top of the counter or elsewhere?
