The Pelican mechanism is centered on a single eccentric cam set inside a cam box that is connected to the tail of the bird by an angled push-rod. The key to the model operation is a pivot on the underside of the body, in turn connected via horizontal bar to the base of the neck. A very clever curved neck link joins the body to the upper beak and when the body moves up and down a push/pull motion operates the beak. The fish is set on a pivoted arm that in turn is fixed into the upper beak.
