Q: Is this a stand alone game (or does it require 7 wonders)?

Babel is not a stand-alone game. It requires the original 7 wonders. It does not require the other 7 Wonders expansions though.

Q: Is this a combo of both expansions "Cities" and "Leaders" or is this another set of expansions ?

The Babel expansion is a new expansion that can be played with seven wonders on its own or it can be added to seven wonders with either the cities expansion and or the leaders expansion.

Q: For the Wonders Pack you need Cities for all the symbols to make sense. Do you need either previous expansion for everything to make sense for Babel?

Babel is an extension by itself. It does not need any previous extensions. Have fun !

Q: Which is the best 7 Wonders expansion, and why?

It depends on your purposes and level. Babel expansion is for very experienced players, it makes game deeper and more complex. So if you are experienced player Babel is good expansion. But anyway I think the best expansions are Leaders+Cities (because there are good balance between difficult and replay ability).
