Yes! Water soluble means its water-based rather than oil-based. It cleans up much easier than oil-based inks. When using on fabrics, it is best to heat-set it aftereards, using a blow dryer or clothes dryer

Can it be diluted with water to use in an airbrush?

I wouldn't. The consistency is designed for use as a paste. I am sure there are ingredients that would gum up an airbrush.
