Is this linux compatible?

You rarely encounter someone with a Linux Hand - most hands run on the Sapiens Primate Neuromax (aka Human) OS, and this works very well with that. I think you can get a thin polymer OS emulation glove that you could wear under this glove, and that would translate your Linux Hand code to Human OS, and it would work fine.

Is this to keep anything from activating while the palm is resting on the screen?

This helps keep the tablet sleek, while allowing you to use your hand comfortably on the surface of the tablet. It also helps to reduce friction, since a lot of people often tend to rest their hand on the screen.

does this work well with the Surface Pro 3?

Not really... it specifically says its designed for GRAPHIC TABLETS, as in not ipads surfaces, etc.. These people using it for Surfaces and stuff are weird... this is for tablets that are meant for drawing digitally into to programs like Photoshop, e.g. Huion, Wacom, etc., which ipads, surfaces, Samsung tabs, etc. are pure crap for. Love my Surface 3, but not for drawing...

I just color using felt tip pens, markers, and occasionally colored pencils. Will this keep me from smudging the markers?

Absolutely, but still make sure that the marker is slightly dry before moving over it. It'll still smudge wet mediums, but you'd need to use insane pressure to smudge dry markings.
