Q: Does this come with a battery

The battery is built into the headset, and charges when sitting in the cradle. To my knowledge, it is not accessible. The cradle is included with the headset.

Q: Is anyting else needed to connect to pc

It's been a while but I think everything comes in the box. I had to buy a special component to connect to my Polycom phone so I didn't have to lift the handset to make a call. $50 and made by plantronics.

Q: does this rotate to allow the audio into the left or right ear depending on user preference?

Yes, the mic boom will rotate from front to back and the earpiece can be placed on either ear.
