Q: Would I be able to plug two of these in an outlet (i.e. one above the other)?

Physically yes. But be aware that doing so does not increase the total power available through that specific outlet. Building codes allow up to about 10 outlets on one circuit (I can only guess the code was written with folks prayed more often)... which typically has a 15 or 20 Amp breaker in your panel. So if all outlets are in use the amount of power available per outlet is about 1 or 2 amps. If you then plug two of these into that outlet you now have 6 receptacles supported by only that same 1-2 Amps or about 1/3 Amp each. If the room is a bedroom, then not much to worry, but if it is in your media room where you have lots of stuff plugged in, not going to work very well for you. For any area with a concentration of electrical consumption, I would recommend having one or two new circuits put in with each on a separate fulll size 20 Amp breakers, use 12-2 ROMEX with ground, and use the hospital grade receptacles (just look for the ones at the home store that are about $3 more than the cheap ones) and unbreakable nylon covers. That will achieve what you may be striving for and do it safely ...at a bit higher cost.

Q: Can I use this cord for a small window air-conditioner

The wire inside is very small and marginal at best. It will probably operate with a lot of heat while the compressor is working full blast. Perhaps an AWG with a LOWER number, which is larger wire, is much wiser to prevent fires. A few dollars more may save lives or tens-of-thousands of dollars, maybe even your house.

Q: how thick is the cable ?

The question you asked is super vague. So I will go about it this way. The diameter of the cable cable measured with calipers is 0.4350 inches in diameter. The rating written on the back says (125VAC 13A 60Hz 1625watts) like that. So as an electrician, I would suspect its 14AWG stranded wire inside. That wire has the same rating. I purchased these a couple weeks ago. They have them in a 5 pack very cheap. I think I paid 19.99 for all 5 of them.
