Hi, there's not much info on the packaging but it does mention "Sodium carbonate" I have not had a chance to use it yet.

Can this be used on corks for wine bottles?

I don't see why not. I use it in beer brewing so no corks but its not a killer type of bleach. No rinsing needed as it degrades after an hour or so
