Q: I need to dig up 700 l of soil would this bag hold it all?

That is 0.7 cubic metres. It depends on the composition of the soil. Dry soil can has a bulk density (i.e. including the air between the particles) of 1.1 to 1.6 tonnes per cubic metre. Wet soil will be more dense as the water just fills the space between the soil particles, which could be 30% of the volume, or another 210 kilos. So, I would say don't try to use the hooks to lift it. Use for temporary storage only.
