It dries clear on my skin, if you're asking about the color for a small mold/prosthetic, it dries with a yellowish tint.

Safety seal? No. It’s not common to have a safety seal. Even with other manufactures.

Q: is it watery need it to be like milk

It is not as watery as milk but it does have a thinned out gluey consistency. Not too thick, not gel-like. You can brush it on skin. I used for zombie make-up works fantastic.
