That is the nice thing about LED lights, they can operate over a range of voltage. Sixteen volts will not hurt them.

There is no way to switch between beam patterns . It has to do with the shape of the reflectors . Twelve on both ends are the floods ( they have a texture to them) and the rest are the spots ( smooth finish )

Q: Can I mount it to a vertical surface?

Yes. It will work in any direction, including upside down
