Q: What does the size refer to? i ordered size 34, and what arrived was 28 inches (i measured). so what do i need to order so i get 34 inches?

Well, a 34 won't measure 17 inches across waist. It stretches to 34. Supposedly.

Q: Hiw much of a stretch do they have

The Speedo 70800 is very stretchy and fits very snug, just the way they are supposed to. I ordered a 32" waist and that fits fine for me. If you are swimming competitively you may want to order a size smaller. They will stretch more with use.

Maybe 3 inches. I am moving residences and my Speedo’s are in storage so estimating only

5 foot 9 or 6, you don't need a swimsuit, you need training on a ruler. Size is relative to your waist size. 30 inch underpants equals 30 inch waist equals 30 inch size. You can't be a real person.
