I have ordered these gloves three times in the large size and you have sent mediums instead. Why can’t you get it right. I have returned one pair

Too late for me because I've ordered many i though they were all good but I was wrong.

Do these gloves have a CE rating?

These gloves do have a label stitched into them showing a CE rating of EN13594:2015 which is a real certification standard. That doesn't guarantee that these gloves have actually been sent for evaluation to the appropriate testing organization and received official approval.

DOT only applies to helmets, and to be fair DOT isn't a great approval rating. It's based on honor system basically. You want ECE or better.
