Q: Do these stretch over plugs while the wire is skinny and the plug is fat?

No, they don't stretch that much. I think its 2 to 1 ratio. I don't think it will work for you.

Q: Are these flame retardant rated?

Retardant, yeah, fireproof, naw. I use a Bic lighter to seal mine up. Couple of seconds under the flame, bingo all done. Will they burn, yeah probably, if your battery pack explodes.

Q: What is the listed voltage rating of this heat shrink?

I don't know as I was using it for low voltage.

Q: Is this set free of adhesive? I need tubing that is not adhesive-lined.

These are adhesive free. They only require heat to shrink them to seal whatever you are sealing
