Q: Are the black pieces outside, meant to secure headlamp straps?

This helmet does not have a way to secure headlamp straps. For best results, buy a Petzl headlamp that's compatible with the Vertex. Remove the straps from the Petzl headlamp, then attach the Petzl headlamp to a Petzl headlamp adapter, and finally insert the headlamp/adapter assembly into the headlamp slot in front of the helmet.

Q: Is the chin strap removable?

The chin strap is not removable, it is replaceable.

Q: Do they come in different sizes or are they one-size-fits-all?

There is only one size & they have a thumb wheel to adjust the fit/sizing. Per Petzl the head circumference is: 53-63 cm.
