Q: What gauge is the metal? Is it aluminum, not steel?

it is very sturdy steel construction, there is no point that i can actually tell the guage, all the edges are rolled and the quality is very good

Q: Can the Ball-bearing rails be removed from the side of the tool box ?

The rails are riveted in place. But not impossible to replace.

It does have a lock and it closes snugly. I don't move mine so I don't know how they would handle moving.
