I RECOMMEND 100% and this is why
This review is for Rimmel Exaggerate Waterproof and Rimmel Scandaleyes waterproof Kohl Kajal Liner. The only difference between the two is that the first one you have to use a sharpener and the second is retractable. I RECOMMEND 100% both and this is why: I use liners to my waterline I have oily skin and sensitive eyes hence need eyeliners to be extremely waterproof and non irritating. I have bought and tested so many brands throughout the years and the first Great liner that I found was Urban Decay 24 which I loved for many years because is great but the color is not very pigmented and is pricey for someone who use eyeliner every single day and you CAN'T stock up this kind of liners when is on sale because it dries up and becomes useless, then I found Milany Liquid Eye pencils which would never ever smudge even if you cry for hours your eyeliner will be intact is incredible and is the most pigmented eyeliner ever and I was amazed how cheap it was (around $5) but it irritated my eyes a little bit and was extremely difficult to remove and also started getting more expensive now is around $10... still cheap for the quality. Now to what is IMPORTANT, Rimmel waterproof pencils! WOW!!! really at $3.50 and $4.50 I can't believe the price and is because the quality is so superior among all all aaall brands I have tried. Doesn't irritate my eyes even wearing it for 10 hours, I read reviews that say it smudges and is not waterproof and the secret to any waterproof eyeliner to stay put is first, your eyes have to be COMPLETELY CLEAN and dry (NO OILY MOISTURIZER IN THIS AREA! this is the major mistake made by most people), second, APPLY IT and let it dry at least for 30 seconds, when used for WATERLINE I just tilt my head toward the sealing a little bit and when in a rush I vent it with my hand to dry it faster . for the UPPER EYELID and specially for HOODED EYES apply and either look down or hold your eyelid until it dries. For EXTREMELY OILY EYELID, apply eyeliner then apply an black eye-shadow on top DABBING IT DO NOT DRAG IT with the eye shadow brush OPTIONAL apply once more if necessary and let it dry. MY TECHNIQUE DOESN'T FAIL WHATSOEVER (try until mastering this techniques) Trust me I'm a makeup artist with a very oily eyelid and sensitive eyes.

PROS/CONS WHAT these OLDER LIDS have been LOOKING FOR!
PROS: COLOR/PIGMENT - I am in my late sixties and still like DARK eyeliner, but not harsh. THAT'S difficult to find. What I LOVE about this eyeliner is that I can SMUDGE it when I first put it on (and I just do a thin line and just on UPPER eyelid). It's dark, but not harsh looking. STAYING POWER - For my upper lid, this works just fine. No raccoon eyes. But then I don't use a ton and I intentionally smudge it. I CANNOT speak for how it would be on the undereye along the water line. GLIDING POWER! - THIS WAS HUGE FOR ME. Having lids getting close to seven decades old, there is some wrinkling and they're just more sensitive. I had a pencil that was supposed to be really easy and supposed to glide on, NOT SO MUCH. This goes on as smoothly as I can expect from a pencil. (and I STILL like pencils for ease in putting on and staying power over liquids or gels) COST - IF you have priced eyeliner lately, NOT inexpensive and if you look at reviews as I DO, you can see where often three times more in price doesn't mean it's any better! This gives me WHAT I want for a great price. CONS: I have a steady hand and having been using eyeliner for decades, so don't have a problem. IF your lids are really wrinkled, your skin really thin/sensitive, your hand not overly steady, I would suggest a powder. I have used this on occasion, more to lightly touch up brows, but it's GENTLE. HARD to draw a thin line though. L'Oréal Paris Infallible Smokissime Powder Eyeliner Pen .

Literally my favorite brown eyeliner for years now. Iv tried other brands but love how easy this applies on my lids while also staying on my lids.

Pretty decent
I bought a black pencil version of this product and was impressed with how long it stayed on my eyes. I didn’t like having to keep sharpening it and I really should wear browner colors since I’m a redhead, so I ordered this product. The wear isn’t as long but it does a pretty decent job. I will keep using this because I can’t find anything better. I still use the black pencil when I want a more dramatic look, but this is a good solid every day use eyeliner that you don’t have to sharpen with a sharpener and it lasts longer than most other products I’ve tried.

Best for color, application, and staying power - and on sensitive eyes!
My eyes easily react (water) to liners and eye shadows. I’ve been using this Rimmel product for over a decade and freaked out when the local discount store (starts with a W) discontinued carrying it. I’ve tried a ton of other brands over the years (like when I’ve forgotten mine while traveling) and have never found anything that works as well. I hope to continue buying it here! I’ve stocked up a little just in case. I have sensitive eyes and this does not make them water. I use it on my upper wet line but not lower. It can be used as a sharp line, or smudged, and lasts all day for me (even on the upper wet line). The rich brown compliments my blue/green eyes perfectly. I’d pay a lot more to keep this product in my makeup drawer!

I will never buy any other kind!
I have tried every eye liner. The expensive, drug store and everything in between! This is by far the best! Lasts the whole day and does not smear. A small tube lasts a long time, and the color is perfect. This goes on so smooth and always looks amazing! I have recommended to all of my family and friends, and they all agree as well!

Quality down with Rimmel lately
For a couple of years now I've noticed Rimmel's supposedly waterproof pencils are anything but, and this one is no exception. It must be sealed with a matching or otherwise powder eye shadow or it will smudge within an hour if you have allergies or are in a humid climate. However, it does go on smoothly, is a gorgeous color, and blends fairly well. In a cold, dry place with drier eyes than mine, you might do fine.
