There are some YouTube videos testing the different halal nail polishes to see if they are really wudhu-friendly. In some cases the polish seems permeable with one coat but not with two. Just remember that the halal certification is not enough by itself to prove that it can be used when praying, because the halal certification only guarantees that no haram ingredients or processes were used in the production and sale of the polish. It doesn't cover water permeability.
