The Tamiya Gneisenau 1/700 scale model is part of their "Waterline Series" and does NOT include the full hull of the ship. The base of the model is the waterline of the ship, everything below the line of water on a vessel is not included. Therefore, it does not need a stand to balance the model and can be displayed with a flat base.

This is a waterline model kit for display and does not include the bottom of the hull, so it will not float without modifications.

I would not say that. The instructions do not have English and are only illustrations with Japanese instructions. I would look at Revell/Monogram ship kit that you will have English. Something like the PT -109 will have bigger parts for a 9 year old to learn better to build a kit.
