Yes, I too was disappointed in the cheaper charger and carrying bag than previous Makita kits I've bought.

What is the difference in this and the xt269m? I want to get the best drill i can but with so many models to choose from who would know?

The 269m comes with 4.0Ah battery, and the 281s comes with the 3.0Ah battery. The 4.0 will give a longer battery life between charges.

Is this also a Hammer drill, need a new drill and need to put some concrete anchors in too?

No, is only a impact driver (XDT13, the short one) and driver drill (XFD13, the long one). If you want a hammer drill you will need the model XRH04 or the model XRH12 (this have a Brushless motor)
