I am 230 lb., 34 inch waist an muscular legs, I got the mediums and they fit great, nice compressing without restricting my movement. So to answer your question, if I were with your measurements, I would get medium for comfort and smalls for lotsa of compression.

winter? well depends on your winter. they are not "heavy" lined pants so in cold weather, may not be what you are after. I wear them in cooler weather and rainy days. temp around a low of 4 degrees c. I am in Vancouver bc. so not usually really cold hear.
