I should very much doubt it: they look very shrivelled and sun dried. Be very careful as they are exceedingly hot!

Hello, all I can give is my opinion on the heat. When I used this half a reaper in a recent curry, it made me actually break in to a sweat and my girlfriend couldn't actually finish her curry for her mouth & throat was on fire. I do chop mine quite fine so I suppose if you leave if whole and let it diffuse in the curry you may find its a little cooler. Sorry but that's all I can say on heat

We would expect dry chillies to be good for minimum of 1 year as long as they are stored in an airtight container
