No, the weight of the vest is fixed and will not come with added bean bags.

Q: How do you wash the vest?

Wipe it down with something like baby wipes or scrub with soapy water but do not put in a washing machine or dish washer. Air dry

Q: Will this fit a 11 yr old boy 5' and 98 lbs?

The 6lb one fits my 7 year old boy who is smaller than the average 7 year old but needs to be synched down all the way.

Q: Are the ankle/wrist weights counted as the total weight? If I buy the 16lb vest is it actually 14 without them?

My 20 lb vest actually weights 20 lbs alone, and each ankle wight is 1lb on its own
