is it a 4k player

I'm not sure how to address your problem because my region free BR player came pre-set at DVD region "0" (ie: regions 1 to 10), and BR settings were the usual triangle containing A, B and C. 
I leave them alone, never changing any of it and it plays anything that I load into it.
After playing several hundred DVD or BR discs, I have had only one BR that would not load (some disc menu issue) but it played fine in my Win 10 PC's BR player with a 27" monitor.
Perhaps it helps that I have a Sony TV and sound bar, and my previous Sony "region 4" (identical remote) player is now attached to the master bedroom TV.
When I turn on the Sony 55" android TV, it also turns on the region-free player and sound bar - I can play a region "2" DVD followed by a region "B" BR, using the TV's remote control (it has disc-playing controls and just needs to know what HDMI input is wanted) without any playing around with the Sony BDP-S6700's region codes.
I have also attached my TV and peripherals to the net via ethernet cable.
When you first attached your Sony BDP-S6700 by HDMI cable, did you try playing a "foreign area" disc without making any DVD/BR region changes?
My best advice would be to try a "factory reset" (you may have to contact Sony for instructions) and check for and download any software updates.
Once done, just put in 2D/BR/3D from any region leaving the region buttons alone.
Whilst it won't play UHD 4K discs it does have a chip and upgrading-software that output a picture of almost the same quality.
Trust that helps all of those who are constantly changing their region codes. :-)

Question 2

I have recently purchased one but it seems to me that the video and audio are not full synchrionized.  Has anyone else seen this?

I have had this player for 2 years now and have no issues at all, except for one Blu-Ray that would not load for some reason, out of several hundred discs watched on it.
Solved the problem by putting it in the BR player in my Win 10 PC and watched it on my 27" monitor...
In addition, I would not recommend changing the "out of the box" settings, with DVDs set to "0" (ie: regions 1-10) or BRs set to all 3 regions A, B, and C.

Does it play movies from different zones?

The SONY BDP-S6700 does not play UHD 4K discs, but it does play 2D (set to "0" or regions 1-10), and Blu-Ray discs (all regions A, B, and C), as well as 3D discs if your TV supports this feature, all "as is" out of the box.
It does have a chip and software that upscales 2D/BR/3D to near UHD 4K clarity - to buy a player that does support UHD 4K costs several hundred dollars more.
I also recommend that no changes be made to the region settings that the player arrives with.
Just put in the disc and press "play".
