The extra large cuff is directly compatible with the 1700 series bp monitor. The cuff comes with a connector to attach to the monitor.

Q: Is this needed for a 7yr old or will the included one work?

I think for a 7 year old you would need a smaller cuff than the one provided.

Q: Can this cuff be used with other monitors? or does it connect to your phone?

It does not connect to your phone, it syncs with the app. I assume it would work with other monitors, I have not tried it.
