Q: Will they spark as is for flint and steel fire making so that I can cut them into lengths to give students without any forging?

It is high carbon steel, so It should spark well against a flint or other striker. Hardening may be required if you want it harder than it's current state but shouldn't change the "sparability" too much. Heat until it's no longer magnetic, then quench in vegetable oil if you want it harder...Then temper in an oven for an hour at 450 degrees F....If you want it for a knife blade.

Q: Does it come normalized already or do I need to do it before cutting and filing?

I recommend annealing or buying it from a real supplier like Aldo in New Jersey... it has hardened spots in the bar stock. Burned up two saw blades hitting hard spots. I don't trust this to be actually 1095. I paid for rush shipping from my normal supplier.
