Yes it is listed, but it is a bit larger than one rack unit. It did not fit the space. I'll have to buy something else.

Can you flip the ears around so it is flush with the back for mounting?

Yes, the ears can be flipped, but it needs to adjusted manually, but it's easy

Can the outlets be rotated 90 degrees?

Please kindly note that the mounting bracket just can be rotated 180 degrees.

Is the 19" measurement from center-to-center of the mounting holes or the width of the box casing of the unit?
