Do you use this on top of dreamcoat?

Personally, I put this on first then apply dreamcoat. I don't know that it matters which order you do, but that's just my preference. Hope this was helpful!

Does bionic tonic need heat activation or does it work when hair is aur dried?

Wash your hair, towel dry it, put a small bit of the tonic in your hair and blow dry as normal.. I wouldn't put it on dry hair.

Which anti frizz is best for fine hair that has breakage (not curly hair frizz)?
