Are the tie down straps included?

Yes there were two tie down straps with the boot organiser

I know this one collapses but Is it rigid when empty or partially empty because the one i have the sides collapse and cave in unless completely full

I have two of these and they don't collapse at all because the bottom is rigid as are the dividers. I even chuck a heavy road atlas in mind and the sides stay upright even with only a few things in them. They are really useful things and the front of my car is much, much tidier!

What are the dimensions for each of the compartments?

It’s one big holder split in two with dividers so you can have it how you want. Also lots of handy pockets on outside.

Is the large section big enough for a car jack?

would not advise putting a car jack in , but depends on size of the car jack and you could put carboard in first ..then it may work . want you do not want if you have to slam your brakes on and there no lid to this car boot storage and you get hit by the car jack
