Can this be wired as a 220 into a residential panel? How many amps does it output at 220v?

When running off ac input, does this simply pass ac through to the output or does it regenerate the ac sine wave?

Is it possible to run this straight off of solar panels w/ NO batteries, strictly solar, and run a 240 v 6.5 amp motor? No nighttime use.
