Q: Is this now available in a 30 inch draw

It's a longbow not a compound. It doesn't have a set draw length. The 45# @ 28 inches is just the poundage measured at the average draw length

It means pull back and shoot with the right hand. You would be holding the bow with your left.

Q: I have a 32 inch draw, can this bow work for me?

I am no expert. But I am 6'4" and measured my draw at over 32 inches. The bow works well for me.

Q: Is the bow shelf cut to center?

Yes, the shelf that the arrow rests on is cut just a hair short of center, so the arrow shaft sits to the left of the center of the riser (on my right handed bow).
