Q: How do I recline the back? The lever only makes the chair go up and down. Three of us have tried to figure it out now

This chair does recline. The lever has to be pulled out and the tension adjusted to a level so that you will be able to recline it. You must also install the seat mounting plate in the correct direction - it has markings on it to indicate which direction should be facing the front of the chair. If you install it backwards it will prevent the chair from reclining. It is installed correctly if the lever is on the right side of the chair when you are sitting in it. If your lever is on the left side of the chair, you have installed the mounting plate backwards.

Q: Is the fabric on the arms comfortable on skin?

It is for me. It's a rough cloth that doesn't bother me and I like it better than the plastic-y arm rests of my other chair, which can make the underside of my forearms feel hot.
