I measured outseam at 20" and inseam at 9"

Q: Can they be carefully machine washed?

I machine wash cold (normal cycle) all the time and they seem fine

The hem at the bottom of the legs is fairly narrow.

Q: even though the waist is fixed, does the waistband have some elasticity stretch?

It’s a tailored short. The waistband is not elastic but the shorts are super comfortable.
