Mary Sues Done Well
There's some interesting stuff in here. I say some, because the second half of the book is in the form of articles about the setting, rather than being stories. If you want to read at length about standard 24th century cars and tourist destinations on planet Chakona, add a fourth star. For me, though I do enjoy worldbuilding, this second half came off as largely filler. Parts of it were repetitive, including (I think) a verbatim repeat of a section on the government; there were also details that took up space without adding anything, like the exact addresses of every embassy on a fictional planet and the specific prices of various interstellar flights. Some interesting material gets alluded to, like the sight of factory workers with telekinesis and the discovery of a secret bio-lab, but I would have liked to see this stuff dramatized as stories, not referenced offhand by a scholar.Having said that, the fiction that's here is entertaining. The authors have tried hard to develop a setting that feels lively and not dominated by some over-arching galactic threat. So, the characters tend to deal with smaller-scale problems like a pirate attack, a crime, friction between species and cultures, and daily life in the future. Expect relationships more often than space battles. I'm reminded here of M.C.A. Hogarth's "Mindtouch", and that's a good thing. The main species here are Mary Sues, but that's not necessarily bad. They're justified in-universe as the product of heavy genetic engineering. The fact that they can still get into trouble makes them viable story characters, worth reading about.
