is the paper slick, which makes some pens smear? Or is the paper matte?

It's slick -- a rollerball pen smeared when I touched it immediately after writing on the tag and after waiting a couple of minutes. Ballpoint also smeared a little bit.

Do the tags come already with the string on or do I have to put them on? Is it elastic?

The strings are attached to the tags and they are not elastic. Tags are excellent quality and easy to attach to items.

how long is the string？

Hi This is Emory from BBX, the string is 6 inches for one tag. Thanks

how long is the string that comes with it?

The tag's string is about 4 inches, I hope to help you.
