Q: Is there somewhere to attach a crossbody strap if needed?

You could probably attach a strap on the side with the clips or attach it to the handle.

Q: is this waterproof? description at top says it is but in text it says slightly, what is the fabric (waterproof polyester?)

As you noted, the description states the bag is waterproof, but during the time I used it, it had not rained. So, I don’t know if it really would hold up to water.

Q: Has anyone used this as a personal bag on United?

Not United, but I used it on American with no problems. It fit well under the seat.
