Is this for wet, damp or dry hair?

Finish curly styles by spraying the product 8 to 10 inches away from strands. It says finishing which is after hair is dry. My pump however continues to break and not work.

Would the air dry cream and finishing mist work good for permed hair?

Most definitely. The cream helps define the curl and the spray holds them.

Now, is this an after spray? I would want to use it after I curled my hair with a curling iron and then spray some of this on....?

I don't believe this is used for that. I believe it is to enhance hair that is naturally curly. I would do a test on 1 curl before you do your whole head.

Is it safe for color treated hair?

I would ask your hair stylist, I have no change in my colored hair, and I have been using this for years.
