Q: Could I take off the bottom of the chair legs padding and put in caster wheels?

I don't see why not. I initially liked having no wheels, but now I would rather have them. Sitting on the chair right now, and feeling underneath one of the legs there's a rectangular recess. No, not plug and play, but I'm sure you could put some wheels on if you had the time and were a bit handy/creative. Probably an easier way would be to replace the whole lower assembly with one containing wheels, but I wouldn't know.

Q: I notice that I have to reset the height of the chair every so often. It's not remembering my setting. I'll get up and come back and it'll sink down.

It should remember once you adjust and set it to where you want it.

Q: Are there holes at the bottom where wheels can be added?

There are screw’s that can be removed with the Allen key that hold the footpads to the base, you could replace those screws with screw-in wheels as long as the screw diameter is the same size as the ones that were there
