Would this fit on electric motor hub

No most electric hubs use screw on freewheels this fits on freehubs.

Can the gear be positioned near the edge (dor alignment) or does it need to be central, as per photos?

The spacers for the hub are all separate, so you can put them where you want them. This means technically, you can put the sprocket anywhere.

Will this work as a pedal brake, is is it a none locked rachet?

It’s designed to convert a normal freewheel into a singlespeed. So no won’t work as a pedal brake as it’s not fixed.

Can this be used with a freewheel rather than a free hub?

No, it only fits onto a splined freehub body, replacing the usual multi-speed cassette.
