Yes, it always displays your current speed at the top and when you calibrate it you can choose between km/h or mph.

Q: Is it water proof, splash proof?

Yes it is.I ride in all weather and leave it on when I hose the bike down & never had a problem. I haven't tried submerging it, but for cycling in the rain, it's fine.

Q: is the cable long enough to reach the rear wheel so can be used for indoor training?

No , I don't think it would be long enough. Maybe the wireless option would work ..
