Will this work with very short hair (1/4 inch) buzz cut to hold hat in place? even though one side will not be fully attached directly to skin?

Yes, but you have to clean the top of your head with alcohol. If you hair or scalp has any oil on it, the tape will not stick. Also if you’re sweating it will not stick. The glue will stick but not tape.
