Q: Will the 10 inch cable cutters cut 2ot aluminum wire?

Well, I've only cut 4 gauge with them but it cut the wire very easily. I would have to say based on how easily it cut the 4 gauge I don't think you'll have any trouble with 2 gauge. Just remember, the 4 gauge that I cut was stranded wire and not a solid core wire. Although, I still think that it would cut it.

Q: I need to cut my 30 amp extension cord to replace the plug. Will this easily cut through 10 guage electrical wire? Thanks

The short answer is yes - but I would suggest razer cutting the insulation and cutting each wire separately to get the exact for each wire. I made a similar 220 volt 30 amp extension cord for a camper. When I installed the wires in the plug I then coated them with LIQUID ELECTRIC TAPE, and it made a very professional (and waterproof) connection that was shock proof and much stronger than it would have been without the extra step. It is a great tool to own and works as advertised. Good luck with the cord.
