Q: What is the max size power supply that will fit in thecase

A standard ATX power supply can be installed. It's what I have in mine. You can also install a SFX power supply as well. Keep an eye on your 1000 watt and above power supplies as they can be longer than expected. They may will still fit but the rear cables may be harder to manage or get to.

Q: Can it fit an RTX 4090? If not can the case be slightly cut to modify the GPU?

yes it can i have a nvidia 4090 in mine perfect

Q: what are the true dimensions for this itx case outside of packaging? Dimensions listed seem like normal atx case?

It is larger than many ITX cases, similar to a smallish MATX case. Check Fractal's website for clarity.

Q: Has anyone tried using a cross-flow radiator in one of these?

you can use 1x 120mm at the back and 1x 240mm or 280 at the front intake as well. But not recommend use the bottom 240mm for radiator unless the air flow toward down.
