Is there a delay in shipping I ordered these a week before needing them.?

I ordered the black pair and they xame on time. I ordered a different color same time and they came late with a scuff mark so I received my money back for the ones that came late and messed up

They are women's size, but I did have to go a half size up. I normally wear 9 1/2 but had to get a 10 so they wouldn't be so tight on me

Are these womans sizes? If so, i wear 8.5 in mens… what size should i get these
