Is it a waste to use this card on a pci-e 3.0 slot?

No, I don't know where you people get these ideas. For 15 years any forum and benchmark has told you people about how a x16 slot really doesn't limit anything. The mighty RTX 4090 see less than a 2% bottleneck on a PCIe 3.0 x16 slot, and less than an 8% bottleneck on a PCIe x16 2.0 slot. By the time anyone has to worry about such a thing, the CPU in that older system will be the bottleneck.

This gpu has 3 connections , can i use the splitted cables (2x 6+2) that comes with my rm750x ?

You would need 3x 8 pin connectors. Not just 2x 6+2pin

What's the difference between the rog strix and tuff versions of this card?

Nothing, really. They are essentially the same exact cards with different shrouds, passives and fans. Performance is the same, VRMs are the same even the PCB is the same.
