Q: Can the stem be removed to replace the inner gasket?

The stem seat gasket is replaceable.

Q: Is this 3/4 inch the whole way or does the valve (when open) reduce the size?

The 3/4 inch has nothing to do with the length of the valve.

Q: Are the 3/4 female threads suppose to accept normal 3/4 garden hose male threads?

The Male Hose Thread (MHT) connects to the female side of the hose. The Female Inlet Pipe (FIP) connects to the male Inlet pipe, (3/4 inch water pipe).

Q: Is it compatible with galvanized pipe?

I have it on PVC. It is not a fine thread so I don't see why it wouldn't thread on galvanized. I would use Teflon tape on pipe.
