Is this silent or can you hear the mechanical movement?

This is silent. No mechanical or any other sound.

Can lights be plugged into this, then this into extesion cord that will plug into outlet, or does this have to plug direct into outlet itself?

It timer has a regular plug which goes into a wired outlet, inside or out. Three is a a one plug opening at the bottom, which will accomadate eite eithre a light, string of lights, or an extension cord, with splitter where light strings can be attached to it and then sent into the timer. It seems to be quite reliabale.

Nothing on the product or packaging states that it is UL listed. It is ETL listed, however, which I understand is similar.
